Has anybody tried to petition a parent that is lacking a birth certificate at N.S.O. ???

I would start by asking NSO what would be the process to get this "created". You may want to talk to the local registar in the barangay where your parent was born or lives.

Sorry I must have misunderstood, I thought it existed previously and was just lost or something. My apologies.

Also when I said request from consulate, I know there is no consulate in home country, I meant from home country consulate in the US. Again, I apologise for the misunderstanding

Yeah, my wife has a very close friend who is retired city hall worker......She actually helped us expedite our wedding in the Philippines. We will start with her to help get a birth certificate registered at N.S.O. I think we can get it done without a lawyer......knock on wood.

The only problem is Tatay was born in Ormoc, Leyte.....but to late register he will have to be born where he currently lives......He doesn't like that.

Do a late registration with the local office but you have to ask NSO about this or make sure. Then secure affidavits of at least 2 people attesting to the authenticity of the data.
