Only the US petitioner's finances are considered. The finances of the foreign fiancé are not considered.

only if the fiance's source of income is something prohibited under international law. Think drug trafificking, human smuggling, illegal arms dealing, etc.

ok but the thing is she hasnt work there yet. She came to the US when she was 14 her mom was US citizen thats why she became US citizen too then after 2yrs there she graduated high school then came back here in the philippines and stayed here with her grandparents that was simce 2005 then came back to the US last dec 2013 and stayed with her mom then came back here in the philippines again last feb 2015. So wpuld she be capable of petition me as her fiance of she hasnt work there at all?

She can petition you. When the time comes for you to turn in the requested documents before your interview, she will have had to fill out an affidavit of support. She will have to have an income of at least 125% of the poverty guideline for the amount of people in the household in order to meet the requirements for this form. If she is unable to do it with her finances, she can get a co-sponsor. The co-sponsor must meet the requirements and be willing to sign the affidavit of support for your petition.

10/28/2015- NOA2 (237 day wait at TSC)
11/13/2015- Sent to NVC
11/27/2015- Arrived at Embassy
06/2016- Third visit to Nigeria!
06/15/2016- Interview, given option to file I-601 waiver.
08/16/2016- Waiver submitted (no lawyer).
11/21/2016- Waiver approved with expedite.
01/2017- Embassy requested interview. 
04/2017- Fourth visit to Nigeria.  K1 officially denied. 
04/25/2017- NOA1 for 2nd K1.
07/27/2017- Case transferred to TSC.
11/17/2017- Case transferred back to CSC.
01/16/2018- NOA2!! (266 day wait)
03/08/2018- Interview (AP)
05/03/2018- VISA APPROVAL!!!
05/14/2018- Visa issued
05/18/2018- Visa picked up
05/25/2018- HE'S HOME!!! 💙💙💙
