2 Year Green Card and I-864

Someone asked me this question and I am not sure how to answer them.

Can someone with a 2 year green card be a joint sponsor of his brother. I read the guidelines of the I-864. Says you must be a US citizen or permanent resident. For the purposes of the I-864 is the 2 year green card holder who has to remove conditions a permanent resident because of marriage to a US citizen.

Me: Irish/ Swiss citizen, and now naturalised US citizen. Husband: USC; twin babies born Feb 08 in Ireland and a daughter in Feb 2010 in Arkansas who are all joint Irish/ USC. Did DCF (IR1) in 6 weeks via the Dublin, Ireland embassy and now living in Arkansas.
