CFO required? Husband and wife both Filipino

I am a dual citizen (US/Philippines). When my wife renewed her passport at DFA with her married name they said that they normally require a CFO seminar if she's married to a foreign spouse. But since we're both Filipino citizens DFA said it is not required. They just asked for a copy of my Philippines passport and processed my wife's renewal.

We just got approved for my wife's CR-1 visa yesterday and are waiting on delivery. On the CFO website I was looking into making an appointment for my wife since I thought she might need it to pass immigration when leaving the Philippines. When making an appointment, it specifically asks:

1. Is your fiancé(e) / spouse / partner a foreign national?

2. Is your fiancé(e) / spouse / partner a former Filipino citizen?

There is also a side note that says:

Note:

If you answered "No" to question 1 and 2, then you do not need to under go the GCP.

Since I am a Filipino citizen, does this still mean that my wife still doesn't need to do the GCP? Do any Filipino citizens here have experience with this?

CFO has nothing to do with whom she is married to it has everything to do with immigrating to another country. Your wife will have to attend CFO. Info and details on CFO in my link below, follow the flashing arrow (ignore the K-1 part and just click the CFO tab)
