The I129f is dead on arrival. The NVC will only process the I130.

The I129f will be administratively closed.

You need to call the NVC and inquire about your I130. Does your profile on the USCIC website say that either of them was sent to the Department of State for Visa Processing?

1-130 was approved on 28-jan and on 04 feb we received a letter of approval from USCIS and after that we haven't received any forms or action from NVC

Contact NVC .. Call them.. If you do not initiate NVC wont process.
