Some do and some don't. Most do not as there is really no need until travel is involved outside the country and most do not travel outside the Phil unless for work. If she has worked outside the Phil then she will have most of these documents. Some will need to be updated for the interview.

Has she traveled outside the Phil?

Then she is going to need all new documents from NBI, NSO, CFO, passport from DFA. See Hank's guide below at the multi arrow link in my signature. The guide is going to help you tremendously. Hank is very knowledgeable and has been helping others for over 4 years.

Keep in mind that many of us here "been there, done that" and so we will offer our opinion, sometimes when you haven't ask. In the end it's all about your happiness, so choose wisely.

The OP is getting ripped off by both. First by the agencies (I understand your paying for a service and that service is that they can grease someone's palm and move the applicant to the head of the line) but more importantly is her unwillingness to compromise. That's one of the building blocks to a good marriage. We can't have everything "our way".

My wife and I were talking about this and she said that while we were going through the process she thought that Americans worked hard for their money and after she got here in the US and got her first job she has confirmed what she already knew.

Good for the OP for recognizing that he works hard but he needs to convey that to his "fiancée" if not he needs to move on.

I was also discussing this with my wife.

She was saying that if the fiance is for real, she should be ashamed of herself for throwing away money like that.

Although my wife is an MD, she grew up in not exactly the richest of families/situations. She's the first person in her family to have an advanced degree and is among the most financially aware people I know. She refuses to buy things full price (although stay out of her way if there's a sale) and can bargain/tawad like nothing else. (While on vacation in Hong Kong, after a prolonged bargaining session with my wife over something she wanted to buy, I had an Arab clothing merchant/trader come up to me complimenting how good she was.)

It depends on her job history. As Greenbaum said, if she's worked abroad, she may already have much of what's required.

Depending on if and where she's worked here (PHL) domestically as well as where she's gone to school, she may already have an NBI, Birth Certificate.

Often times employers will request an NBI clearance, although she'll need a new one for purposes of US Visa/Travel abroad.

Cenomar, Passport (unless she's worked as an OFW/or has gone on vacation outside the PHL) would be new requirements to get.

Most will not have the needed documents before, except for maybe the passport.

Well there is a certain amount of "depends" with that question. City or province filipina can make a difference in the answer.

My asawa had her passport, paid for all the needed documents herself, whereas I paid for the visa fee and medical, each are half or more of a months pay in the Philippines.

I was never asked for money... never.

Now a province girl with no income all this would be different regarding paying for the necessary costs (heavy on the necessary) as that would be extremely difficult.

Her asking for money is fine. Asking for 5 to 10x what is cost is a red flag. Her getting pissed off about it, is not cool and would be game changer for many on this board.

Here is the scenario:

1.) She is dumb and thinks you are a walking ATM machine

2.) She is being manipulated by either : Visa Company, Boyfriend, Husband, or Family to extract money.

3.) She is scammer

IF you do bring her to the USA, You have 90 days to marry and once you are married, this is the great part. You can take your time doing AOS.

You can go years without doing Adjustment of Status, Now once she had the 2 year green card then it a game changer and all the power shifts to her.

You can do pernup and postnups also.

"Scammer" might be too harsh. Maybe she already agreed to pay that amount and she cant back out of it. There might be a lot of reasons.

Granting she is a scammer. Less than $100 is not a big amount compared to what she can get from the OP. She can drag it up until the medical and the until she is in the US.

OP how long have you known your fiancee? Have you been to her place?

Thanks for heads up about the local clearance. I was referring to the beneficiary's costs, which I, as the petitioner, am paying for. My fiancee needs a passport and an agency there has told her that for 5600 pesos($130), they will get her the passport and local clearance without her having to go to manila. It sounds exorbitant and i wanted to verify with people on the forum. We are at the stage where once she gets the passport, we can pay the interview fee at bpi and schedule her medical and interview.

Im from pampanga my city is the nearest city where the people from zambales and olongapo going to when getting this NSO(BC, CENOMAR), NBI AND PASSPORT.

your fiancee can go and get her passport with no hassle at robinson mall san fernando pampanga (where the bus stop is) its open monday to saturday from 8am to 7pm except saturday until 6pm only she can get her passport as fast as half an hour there, and by the way there is no express in this area only DFA MANILA had it and no appointment needed.

REQUIREMENTS: FOR NEW PASSPORT

> BIRTH CERTIFICATE

> ID (postal ID is not acceptable) only goverment ID's like > POLICE CERTIFICATE,BARANGAY CLEARANCE WITH PICTURE, NBI CLEARANCE, SCHOOL ID, SSS,PRC,

( no sense of paying that much coz only her can get this personal documents) she have to do her part even she pay the agency.

And if she want to avoid the hassle of getting NBI clearance,no problem the new system of getting the NBI is now online, you can fill up the form online and pay it to any BAYAD CENTER near by like western union and go to NBI SAN FERNANDO PAMPANGA FOR PHOTO CAPTURING and she can get her NBI clearance not less than an hour... If she leave zambales early morning she can get her NBI and PASSPORT at the same time except if she got a "HIT" when she get her NBI CLEARANCE this will take a week before it release...

ZAMBALES FROM PAMPANGA IS AN HOUR LESS RIDE IN THE BUS

BUS FARE IS AROUND 130pesos

BUS TERMINAL/STOP IS EXACTLY IN ROBINSON MALL (DFA)

Some wait on getting the CENOMAR and NBI until after they pass medical. Reason being that if they have to do the 8 month TB process at SLEC then the two documents will be dated greater than 6 months previous if they are bought ahead of time.

USEM requires those two documents to be dated within 6 months of the interview and most likely will result in 221g delay if dated beyond 6 months old.

She told me they charged her 615 for nbi.

I dont get it?? why she paid 615 for NBI CLEARANCE where she still need to be there at the NBI for personal appearance ( for finger print, photo capturing and signature) if she can pay it for 140 doing the same thing.

I'm not sure where this 6 month theory came from because the instructions say within the last year.
