Ok so my fiancee and i are working on getting all the paperwork ready to submit, the situation is she is about to finish up her contract in Saudi and needs to get a police certificate from there. once she returns to the philippines we will submit the packet, the closest place to get the Letter of Endorsement is in Jeddah there is a PH Consulate there and the US Embassy is a lot farther away and she would have to travel alone, naturally concerned about her safety traveling alone in that country. So my question is will the PH consulate and police cert from saudi be accepted for the K1 or does she have to go to the US Embassy to get the letter of endorsement? Any help would be greatly appreciated

Saudi is a waiver country for the police certificate, USEM will be amazed if you show up with a police certificate.

On this website you have good answers for your questions:

http://travel.state.gov/content/visas/english/fees/reciprocity-by-country.html

You just have to enter the country and then the website provides you details on what documents the US are expecting. It is the consulate where I applied for my visa that shared this link with me when I contacted them.

Hope that can help you! :)

My fiancee while living in Philippines actually succeeded in getting a police certificate from war-torn Syria, which is another country that is exempt. USEM actually looked at that, as my fiance pulled it up along with the NBI clearance, and USEM was apparently very very surprised that she got one from Syria as they did not expect nor require such. However, it was never needed, something we did not know at the time she applied for such at the Syrian consulate in Manila. But since she was able to get it she made sure to show it to USEM. It was much later through Hanks website we learned about exempt countries...

I think you will have to get the police certificate , i was in the same situation and it was the worst experience i ever had , 1st she need to schedule an appointment at the US embassy , asking them for a letter for the saudi police , then she takes that letter and get it certified from the saudi ministry of forgiven affairs , then she goes to the police station with that certified letter and do the finger print , in few days the report will be ready ,then she should get the report translated from arabic to english in commercial chamber ,  then she will take the police report and the translation to get it certified from the saudi ministry of foreign affairs  again , then when you go back to your country , you should submit it to the saudi embassy in your country to get it certified from them too

i drove  2000 km and slept 2 nights in my car in front of saudi ministry of foreign affairs in Jeddah,  just to get that piece of paper done
