How should I answer N-400 question part 11 #7A. Have you ever not filed a Federal, State, or local tax return since you became a Permanent Resident?

I came to the U.S. in September 2010 as LPR. I left for a few months and came back in 2011. I started my first job here in 2011 so I filed my first return in 2012 for 2011. I was not required to file in 2011 for 2010.

Thanks for any advice.

11/15/2015 - sent AOS package filing concurrently from B2 overstayed 4 years

11/17/2015 - delivered

11/23/2015 - eNotices received, checks cashed

11/30/2015 - received 3 NOAs by mail

12/14/2015 - received biometrics appt letter for 12/21/2015

12/15/2015 - early walk-in biometrics complete

01/31/2016 - submitted an inquiry about the status of EAD

02/01/2016 - the service request has been assigned to an officer for response and completed

02/05/2016 - received a response "Your case is currently under review. You should receive a decision or notice of other action shortly."

02/08/2016 - case updated I-765 Approved on 02/04/2016, received NOA in mail

02/10/2016 - case updated EAD card was mailed on 02/09/2016

02/11/2016 - case updated Interview Scheduled for 03/17/2016

02/12/2016 - received EAD card by mail, applied for SSN

02/13/2016 - received interview notice in mail

03/04/2016 - received Social Security Card

03/17/2016 - interview APPROVED!

03/21/2016 - case updated for I-485 - New Card Is Being Produced

03/22/2016 - case updated for I-485 and I-130 - Case Was Approved

03/24/2016 - case updated for I-485 - Card Was Mailed To Me

03/26/2016 - received Welcome to the United States Letter

03/28/2016 - received GREEN CARD in mail ??????????

You should answer "Yes".

It isn't asking if you didn't file a required return, but whether you failed at all. You would answer yes, and clarify at your interview that you were not required to file. It will be a non-issue.
