Lost Old passport means No police clearance

We are gathering documents as of now.

Now, here's a real big problem.

My mother have been to 3 different foreign countries.: Hongkong 12 years ago, Lebanon 8 years and Dubai 2 months ago (shes there for 5 years).

Now, HK police clearance is easy she got documents, Dubai, she has one now and Lebanon ????? She lost all the damn documents that can proove she was there. The Lebanon embassy wants her old passport with lebanon entry point stamp, contract and lebanon ID. None of those are in her posession now. THere's no way they can give her one.

I am thinking, should I just NOT include in the visa application that she was there and just declare HK and Dubai to save me sometime explaining and getting RFE maybe. Is there anyway they will find out? I have heard some people did some of this. Should I?
