Conflicting directions with packet three??

Hello everyone! So I am having some trouble figuring out what directions to follow to respond to Packet 3 (k1 visa process).

So in the packet that was sent to me there was a link (also found on the Montreal Consulate website) to a sheet of directions as well as a checklist of stuff to bring to the interview:

here there are directions to email 1. a copy of the receipt for the electronically filed form DS-160; 2. a scan of the checklist completed and signed; 3. a color scan of the applicant's passport.

There is no mention made of physically mailing anything to the consulate and nothing about emailing anything else either.

However,

Elsewhere on the Montreal Consulate website there are instructions for Packet three that are a little different:

"Packet 3 provides instruction materials for immigrant visa applicants once the case file has been received at the Consulate, but before an interview can be scheduled. If you have received a "Packet 3" letter from the U.S. Consulate General in Montreal, please follow the instructions below to send to the Consulate the required forms and checklist.....

  1. DS-230, Part I only – one copy per each applicant, including children.
  2. DS-156 – 2 copies.
  3. DS-156K (292KB PDF) – 1 copy.
  4. Confirmation receipt regarding Form DS-160 - one copy, available online at ceac.state.gov/genniv.
  5. Checklist of documents to gather for the interview – one copy per family is sufficient.
  6. 2 color photographs (Photograph Requirements)
  7. Photocopy of the biographic data page of the applicant's passport

    You may send the documents to the U.S. Consulate General in Montreal using courier services that are offered at no extra cost for the applicant. Please visit the Visa Services website and follow instructions for "IV Applicant Needing to Register for DHL" and "Sending Document to the Consular Section". If you have any further inquiries about the courier services, please visit the U.S. Visa Services website.

So apparently according to this set of directions there are more forms required and I am to mail everything in to the consulate, no emailing at all.

Am I the only one to run in to this?? Maybe I am just missing something but if someone could shed some light on what I am to do I would really appreciate it! I have been so thankful for the help that I have received from everyone on here so far, it has been a huge blessing!

06-04-2007 = TSC stamps postal return-receipt for I-129f.

06-11-2007 = NOA1 date (unknown to me).

07-20-2007 = Phoned Immigration Officer; got WAC#; where's NOA1?

09-25-2007 = Touch (first-ever).

09-28-2007 = NOA1, 23 days after their 45-day promise to send it (grrrr).

10-20 & 11-14-2007 = Phoned ImmOffs; "still pending."

12-11-2007 = 180 days; file is "between workstations, may be early Jan."; touches 12/11 & 12/12.

12-18-2007 = Call; file is with Division 9 ofcr. (bckgrnd check); e-prompt to shake it; touch.

12-19-2007 = NOA2 by e-mail & web, dated 12-18-07 (187 days; 201 per VJ); in mail 12/24/07.

01-09-2008 = File from USCIS to NVC, 1-4-08; NVC creates file, 1/15/08; to consulate 1/16/08.

01-23-2008 = Consulate gets file; outdated Packet 4 mailed to fiancee 1/27/08; rec'd 3/3/08.

04-29-2008 = Fiancee's 4-min. consular interview, 8:30 a.m.; much evidence brought but not allowed to be presented (consul: "More proof! Second interview! Bring your fiance!").

05-05-2008 = Infuriating $12 call to non-English-speaking consulate appointment-setter.

05-06-2008 = Better $12 call to English-speaker; "joint" interview date 6/30/08 (my selection).

06-30-2008 = Stokes Interrogations w/Ecuadorian (not USC); "wait 2 weeks; we'll mail her."

07-2008 = Daily calls to DOS: "currently processing"; 8/05 = Phoned consulate, got Section Chief; wrote him.

08-07-08 = E-mail from consulate, promising to issue visa "as soon as we get her passport" (on 8/12, per DHL).

08-27-08 = Phoned consulate (they "couldn't find" our file); visa DHL'd 8/28; in hand 9/1; through POE on 10/9 with NO hassles(!).

Follow the email directions. The other forms etc, and mailing to the consulate is no longer done. The US govt is just horrible at updating their websites for consulates unless they close or no longer process visas. Canada likely isn't any better. Lol.

Agreed with above post.

I was also concerned with opposing directions but it seemed like the safe bet to follow any correspondence directly sent by the consulate.

I completed the DS-160, and emailed the requested documents (DS-160 confirmation page, passport scan, and signed/dated checklist) to the consulate and received my Packet 4 letter a couple days later via email.

Note: All of this being rather recent, I received my packet 3 email in November.

Packet 3 is the easiest one you'll do, send your picture, pdf and sign and check and then rescan the document you just signed and email it all to them. Took me less than 10 minutes. Thinking ahead, I also wrote a complaint email (since it takes 2 to 3 weeks for them to respond) asking where packet 4 was ...lol It's another email they'll send you when they process your case. The instructions for it are floating around here somewhere, but don't actually do any of them until you get it officially from the consulate as it's got time specific stuff to do.
