Can I pay for the application fee with a personal check ,written out to homeland security, coming from a friend?

Yes. You can use an method of payment except for cash or credit card--i.e. money order, teller check, chashier's check, personal check--just make certain the amount is correct, the payee is per the instructions and there is money in the account to cover the amount until the check clears. It can take up to a month, but usually 2 weeks for them to process the check.

Thanks, for your quick reply ,seemed to be so difficult to get correct info anywhere else, except the toll free USA #. I am in Thailand, I noticed your filling in California, can I file there or am only allowed to file in Texas from here?

Everyone sends their I-129f petition to the same place - using either the Dallas Lockbox or the Lewisville TX physical address depending on whether you use a courier or not. From there it will get sent to either the Texas Service Center or the California Service Center. You don't get to choose which center.

Are you living in Thailand? Have you looked into getting married first and filing for a CR-1 through direct consular filing (DCF)?

Thanks for your reply, did look into that, answers seemed somewhat opinionated ,but felt residency issues were borderline ( have retirement visa,am here5 to 6 mos. A year)and marriage certification, might be another option , we choose this option.

If you were married and a legal resident of Thailand for 6 months you could file DCF. This is done at the American consulate which is in the high rise across the street from the embassy.
