Do we really need to report the birth of a child in Philippine Consulate?what would happen if I won't report it? I knew someone married to US citizen since 2004 that they never report both the marriage and the birth of their child in Philippine Consulate but it looks like they never have a problem with their immigration.

There is nothing requiring your to report a marriage or a birth to the Philippines consulate.

No report of marriage = not being able to renew the passport in the married name.

No report of birth = no dual citizenship (until the birth is reported)

After reporting the Birth Abroad you will be able to get a SSN for your child. You can then claim the child on your US Federal Return and receive the child tax credit.

You are misunderstanding. They are asking about reporting a birth IN the USA to the Philippines.
