No it's never to late to apologize. It not even to late to apologize for shooting their civilian jet airliner out of the sky and killing 290 people.

When you've just knocked over the government in the neighbouring country for more or less the exact same reasons, I don't think a sincere apology can be made.

Its like a serial rapist trying to apologise to an old victim while still happily committing further rapes.

Its a hollow gesture.
