Returned Passport while under AP

I just receive my passport and letter from embassy, they've got the 221g docs I've sent but regretfully states that they can no longer process my visa at the moment due to retrogression. My PD Jan 17, 2013.

Is it normal that they return passports of those affected by retrogression? The letter also said to wait for my PD to be current. Should I worry now?

I had my interview last May 29, 2014.

I understand that they cannot and will not issue visa for PDs affected by retrigression. I just thought embassy will keep my passport until PD become current... Im worried i might the only one got the passport back. ?

Passport is generally returned if there is a long wait time involved. What they gonna do with your passport in the meantime anyway. Also, you might need it to travel somewhere in he meantime. So, it's all normal. Don't worry. Contact them when your pd is current again and they will ask it back.
