My mother she just arrived in u.s. I wanna know if everyone is aware that in order the immigrant can received their card they need to pay $165.00 to uscis. Which is i am not aware any of this situation. Back then received welcome letter. Then green card. We didn't fee anything. And even the instruction they didnt asked about $165.00 fee for the green card

It's clearly indicated in the literature that the embassy gives out with the passport containing your visa, and by this point is common knowledge.

This was implemented a while back, February 2013, if I recall correctly. It's an immigration fee and covers the cost of handling and reviewing the visa documents for a green card. If your mother adjusted her status while inside the U.S. (as an example, the I-485 application), she would not have to pay. However, if a person is approved for a green card at a U.S. consulate or embassy, the $165.00 fee has to be paid before they can enter the U.S.

That's not the case. An alien with an immigrant visa and who hasn't paid the $165 immigrant visa fee can enter the US, but they won't receive their physical green card in the mail until it's paid.

Perhaps they are allowing that, but that isn't the rule according to even USCIS's website: http://www.uscis.gov/forms/uscis-immigrant-fee

"Foreign nationals who seek permanent residence in the United States and receive an immigrant visa from the Department of State need to pay the USCIS Immigrant Fee online before departing for the United States."

It mentions below that not paying the fee will not affect the PR status, however it is should be paid after receiving your visa package and before departing. If they are allowing PR's in without paying it, that's fine and good information for the OP, my comments were based off of USCIS's actual stated rule.
