I'm submitting my docs electronically so the bar code page isn't needed. I expect the IV to be invoiced in the next week or two but it takes NVC about 3-4 weeks to open emails. This means they will open my IV email after I pay the fees. Would there be any issues with doing this? Just trying to save some time from the super slow process.

cover page I thought was still required.

I would personally not send (and did not send) the IV documents before paying the IV fee.

Up to you, if you want to do it or not. Not sure if they'll be added to your file however.

I suppose yes. You'd have to send it again. Via email, not really a big issue is it? Not like you sent original documents.

why not just wait the few days for the IV bill instead of making things so difficult? It does not take the NVC a few weeks to open emails, not sure where you got that idea, They always opened mine almost immediately

Right now they're taking weeks to open emails and 30 business days from that opening to do anything bout the information. NVC is extraordinarily slow right now. Average time through is 55 days including expedites. :(

The IV bill is taking a full 30 business days from DS-261 submission to be notified of invoice (and then another week to be invoiced).

Yes and they seem getting slower everyday. I was hoping I will be done with NVC by now but I still have long way to go they way things are moving.
