But they don't even always ask for proof of finances. What one really needs to try do is see what is usual for your embassy. It's still no guarantee it will be the same for any particular applicant of course,but for example my consulate always always asks for proof of finances, but some others almost never do.

Can this be a reason for refusal? One must have competent skills to get a job offer from a US employer before he goes there. All I know is several languages. I don't think that someone would like to hire me until I get a GC.

And it's really weird, cos last year a family of 8(parents and 6 children) got a visa with only $18000 in their bank account, and besides none of them had any special skills of something.

It can be a reason for refusal but is not necessarily so.

Also question your assumptions. Someone who is prepared to work extremely hard at unskilled minimum wage jobs is perfectly capable of supporting themselves in the US.

With DV you don't need a job offer before you go. The CO must just think you are capable of getting a job when you're there. This is not a highly skilled visa, he doesn't care if it will be a minimum wage job, as long as you can support yourself.

There are many factors that come into play in this decision. Someone extremely highly qualified and with $100000 in savings may be turned down if they are 65 years old for example as they will almost certainly become a public charge in due course.
