He is saying that if it was not for being a US LPR he would not issue a visa and sounds like he wants to see the Green Card, stamp is not enough.

As far as I know, theres a form u need to fill for a permission to go out if u have a green card. It is true that with it (green card) u can travel and work, but if the officer or however u want to call it at the POE thinks that she really doesnt live as a resident in the USA, even with a green card, they can deny the entry. I recommend you to call your lawyer, thats what mine told me, even if the trip is just for a few weeks is just a safe card to play.

You are talking about AP (Advance parole) or the I-131 which is needed if 1) you do not have a GC yet, but need to leave the country and be re-admitted, 2) it is recommended, but not required, if you plan to remain outside the US for a period of more than 6 months but less than 1 year to show that you are maintaining your LPR status, or 3) plan to remain outside the US for more than 1 year, but less than 2 years. The OP has a valid GC in the I-551 stamp. The issue is that the OP's wife may not get a visa to Norway unless the person at the Embassy thinks she will be allowed to re-enter the US and will not accept the I-551 stamp in her passport as such proof.

OP: Maybe you should change the trip plans to go to Norway, then to Ukraine, and then return to the US from the Ukraine. Then the issue of whether she is admitted to the US falls to her and the CBP and not some Norwegian Embassy worker and he might issue her the visa knowing she will be allowed to enter the Ukraine on her Ukrainian passport.

I also advise you take any info regarding I551 stamp with you so you can show to the airline when you come back to the US. A lot of airline personnel to be cluless about what kinds of documents, other than visas and GCs, allow you to enter the US. Good luck!
