Ok, so you don't want to change the USCIS field office but the ASC for biometrics. Yes, you can do that - just show up to the one closer to you.

I had biometrics for ROC in Chicago ASC while for N-400 they wanted me to drive 2+ hrs to Michigan city, IN. I showed up to Chicago ASC - had no issues.

I don't think you can change where the interview or oath are performed. They assign you the Field Office that is responsible for your case, according to where you live (state and county). There are two in Arizona, as you mentioned but they cover different counties. Here is the link for you to see which one is the one you will be assigned to: http://www.uscis.gov/about-us/find-uscis-office/field-offices/arizona

The biometrics are performed at Application Support Centers, not at the Field Office. Here is the link for the ones that service Arizona: https://egov.uscis.gov/crisgwi/go?action=offices.summary&OfficeLocator.office_type=ASC&OfficeLocator.statecode=AZ
