Yes if they are in a foreign language they will need english translation. I used languageoasis.com it was cheaper

This is incorrect. The marriage certificate between the petitioner and beneficiary does need a certified translation but the beneficiary spouse's birth certificate does not go in with the petition package to USCIS. It is not needed later, until the NVC stage and DOES NOT NEED TRANSLATION, if already in the local language where the interview will take place.

A beneficiary's previous marriage certificate would only be needed if necessary to track a name change. In that case, it too, would need translation.

Anyone who knows the foreign language and English can do the translation.

I have done the translations for many people who now have green cards.

I was told by the NVC that we DO NOT need to translate my wife's Birth Certificate or our Marriage Certificate because they are in Japanese and the interview will be held at the Tokyo Embassy. IF for EXAMPLE, my wife was from Korea ( or any other country) and we were having the interview at the Tokyo Embassy, THEN those documents (written in Korean for this example) would need to be translated into English. That is my understanding.

u need to translet everything. i got RFE for my bC not becaz of foreign lang./ mine was english. but they wnat me to reissue it and get a recent one. and they clearly mentioned to get a translation if it comes in foreign lang. and to submit the original (USCIS)

Again, this question is about NVC, not USCIS. Your answer is correct for USCIS but incorrect for NVC.

No need for a Notary for anything in this process, unless coming from China.
