Yes to both questions.

"As a Filipino emigrant, or those who have been granted an immigrant-class visa, you are required by the Philippine Government by virtue of Article 19 of Presidential Decree No. 442, to register with the Commission on Filipinos Overseas before leaving the country to settle in a foreign land."

Leatherneck is correct. Yes your wife needs to go through CFO seminar since she is an emigrant of the Philippines who is migrating to the US. When I went to my CFO seminar, I had everything with me: I-129F packet and my Affidavit of Support packet (all of which were my personal copy); Although I wasn't asked any additional documents aside from the ones that was listed in their website.

For the sake of clarity, your wife does not 'needs' to bring the AOS to her interview as if it's one of the stated required documents listed by CFO -- it's not one of the required documents.

I interpreted "interview" to mean the USEM interview (in which case the AOS is needed, thus, my answer) and not the one-on-one CFO interview as intended by you.

So yes to the first question and no for the second question.

Yes all emigrating are required to attend

Yes an original (with original signature) affidavit of support is required by the embassy for the interview, plus supporting documents.

Hi! My fiancee is also Filipino born but now a naturalized US citizen. I just attended CFO counseling. Yes, it is required.
