ur post is almost 3yrs. ago but unfortunately I have similar case. Mine was sent to Tokyo Japan I dont have any connection with that country, NVC was just insane sending my case to different consulate. I'm residing here in Philippines.

What are the steps that you've done regarding for this matter?

How long does it take before your case reach the manila consulate?

Do you realize that the member you are attempting to contact hasn't been active for over two years?

This has happened to others in the past. If your file hasn't reached the Tokyo consulate, contact NVC to intercept it. As in this post:

If Tokyo has it, then need to contact each consulate and have file transferred. Like here:

-hi thank you for asking, my case number starts at TKY, I dont have any idea before that it stands for tokyo. I thought nvc was giving each applicant a different rumbled letters. then when I just received the p4 it says that my interview location will be in tokyo.

From what I understand, you will need to get a request from US Embassy Manila first.
