Is it okay to submit early?

Timeline

My husband's conditional permanent residency expires at the end of the year (Dec 2014). I would like to submit now, in June, because everything seems to take longer than usual with us. Any issues with submitting before the 90 day period?

April 4, 2012 - Married in the USA!

Dec 2012 - Hubby gets greencard (conditional)

They will not accept it, the application will be refused. You have to send it in as directed by USCIS.

From the VJ ROC Guide:

It is very important to file the I-751 within the correct window of time, and be sure not to file it before the 90-day window. If you file it too early, they will send your application back. You may file at any time during the 90 day window, but it is prudent to file fairly early in the window.

K1 (I-129F) petition filed in August 2013 (Approved Feb 20th 2014)
13th May 2014: AOS (I-485) & EAD/AP combo card
21st May 2014: NOA 1 and biometric letter
11th June 2014: biometric appointment
13th June 2014: RFE received via mail
16th June 2014: replied to RFE
6th August 2014: EAD Approved, AP still in initial review
12th August 2014: got tracking number for EAD
( ) August 2014: Received EAD (I forgot what date I got them but I did receive them less than 5 days from the 12th)
10th September 2014: Interview Waiver received (I wished I was interviewed)
April 23, 2015, we registered your permanent resident status and mailed you a Welcome Notice

If one can submit ROC now,why can't one submit just next day after getting conditional GC. :P

Its a 2 years conditional green card,which one can renew only by submitting within 3 months of expiration of conditional GC after proving that marriage was not just for green card.

You can not submit even 1 day before starting of 90 days window.

ROC sent (DAY 00) -2/21/2014

ROC received at center (DAY 03) -2/24/2014

NOA received at home (DAY 07) -2/28/2014 (NOA dated 2/24/2014)

BIO received at home (DAY 12) -3/05/2014 (bio appt on 3/20/2014)

BIO appt (early bio) (DAY 12) -3/05/2014

Approval decision date (DAY 89) -5/21/2014

Approval letter received (DAY 91) -5/23/2014

Card received at home (DAY 102)-6/03/2014

Things take longer, yes. But nothing will change for you, it is not like when you applied for the first time and couldn't travel or work. Now it is just a routine waiting after you apply.

5/16/2012 (Day 55) - EAD Card Production, online status update
5/24/2012 (Day 63) - EAD Card in the mail
6/11/2012 (Day 83) - Interview, approved on the spot

05/19/2014 (Day 0) - Mailed I-751

05/27/2014 (Day 8) - Received NOA1

Do the 90 days refer to when you send the mail or to when they receive it?

Received. (which is usually 1 day difference)
