Situation:

My wife just took a biometric test 10 days ago, but FBI sent a letter in 2 weeks says they can't process her finger prints successfully and requiring a second fingerprint test. Her hand has skin problem and all fingerprints are not visible at all. We are worried she won't be able to pass the 2nd test either.

Possible Solution:

I read some other post saying I should get Police Record/Clearance Letter from past 5 year where she lived. I want to do it now before 2nd test begins, but I have few questions about how to do it correctly.

Questions:

1. Can I get a police record from where we are living in Seattle. WA? (she's been living here 1 year and half ).

2. If police record has to be from the city where she was born(Tokyo), how can she do it without going back to Tokyo? We didn't submit the form that allow her to travel out of country and come back.

3. Can I still submit the form that allow her to travel outside U.S now?

Any help would be appreciated.

Thank you

I'd first ask your local Japanese consulate. (My husband did an internship at our local consulate for some time. He thinks they can help.)

If for some reason they can't, ask her family in Tokyo to pick up a clearance letter from the police station.

Called consulate, they say they need to process 2 to 3 month. that is ridiculous long... Also they need to take fingerprint in their consulate to process police record...

If, lets say my wife successfully got japanese police record in a sealed envelope, how do we translate it if USCIS requires english translated copies?

If your wife fails to have her biometrics captured successfully a second time then you will be RFE'd to provide police certificates from jurisdictions in the US where she has lived since she was 18. Police certificates from other countries will not be required.

I'm sorry I didn't read your post carefully.

I'm sorry to hear about your wife's skin problem.

I don't know anything about What FBI would require..

Yes she can still submit I-131 but it requires the biometric appointment too according to the instruction. Plus this takes times too.

You can ask japanese embassy/consulate if her family can pick up the police record after it's ready. I think that could save some time.

I think you should go to USCIS office and talk to an officer since everything requires the finger prints. Every persons case is different and it's not her fault that she can't complete the biometrics. It's a medical condition.

Good luck
