The ENROLL instructions have been scrubbed from the official NVC website. While this does not affect other countries where EP is available, China is a special case because of the changing of the case number.

At this juncture, I don't know if it is necessary to still do the ENROLL process to obtain a GZO number or if there is another way to go about it.

How to Enroll Your Case for Email

To establish email communication, an applicant, agent, or petitioner must enroll the case by sending an email to nvcinquiry@state.gov.

When composing the email, include:

  • For any petition: all email addresses which will receive electronic correspondence.
  • For family-based petitions: the applicant's full name, email address, and date of birth; the petitioner's full name, email address, and date of birth; and the name, email address, and postal address of the attorney of record, if applicable.
  • For employment-based petitions: the name and address of the sponsoring employer.

The NVC will then stop sending paper letters and instead send email messages to the email address from which the message came and every other email address included in the message.

The instructions you are quoting is to setup to have communication with the NVC be exclusively by email and is available to all cases.

Group A: Email processing

Scan and email your forms and documents to nvcelectronic@state.gov. When you send us an email, please follow these guidelines.

  • Type the case number in the subject line of your email.
  • If you have more than one case, use a different email message for each of them.
    • For example, if you have two cases: ABC1234567890 and XYZ0987654321, do not send them in one email with the subject ABC1234567890 & XYZ0987654321. Instead, send us two email messages. One of them should say ABC1234567890 in the subject line, while the other should say XYZ987654321.
  • Scan your forms and documents and save them as PDF files. After you create the files, attach them to your email message.
  • If you have many forms and documents to send us, you might need to send more than one email for that case. As a rule of thumb, try not to send more than five megabytes (MB) of attachments with each email.

The old adage still applies - "When in doubt, read the directions. If that doesn't work, try following them."

When you SUBMIT documents to the NVC, you have ALREADY made your choice of electronic or paper filing, or you MAKE that choice according to HOW you submit the documents.

The directions for Enrolling in the Electronic Processing are at Begin National Visa Center Processing

It seems to plain as day state at your link http://travel.state.gov/content/visas/english/immigrate/immigrant-process/documents/submit/how-to-submit-documents-to-the-nvc.html that the GZO prefix will still be used for electronic processing once you have enrolled.

Enrolling DOES seem to be a little more AUTOMATIC, however. That is, once you have submitted documents electronically, by golly, you are enrolled for electronic processing.

It also states you need to do things one way or the other, NOT both. Group A is electronic, Group B is Mail Processing

Important: Once you select a group, you must follow this processing method throughout the NVC process. You cannot switch groups later in the process.

The new instructions, yes, are for EVERYONE, including Chinese applicants, who WILL GET a GZO number when they enroll.

It's RECOMMENDED that they await the new number. The entire file should be transferred over to the new number. Again, the instructions for enrolling are at the link I provided.

The only change I see is that they apparently don't require the word 'ENROLL' or 'OPT-IN' to be part of the subject line, and that 'ENROLL'-ment seems to be automatic when (if) you simply send documents electronically

The thing to watch for is them dropping the 'GZO' prefix entirely. Remember that this was a Pilot program at select embassies only. Do they really have a need to continue using two different prefixes (both 'GUZ' and 'GZO')? The 'How to Submit Documents' page indicates that someone with the 'GUZ' prefix has a choice.

But you already have confirmation as of early this week that they are still using 'GZO'.

Don't think that they'll return to the days of long customs waits. If you've submitted documents electronically, there's still no need for them to send anything through customs.

No - as of early this week, they are still converting to GZO.

But yes, anything in your GUZ file SHOULD be carried over to the GZO file.

I'm not sure they have any reason to have two prefixes at Guangzhou - watch for it in case it DOES change.

Just a thought - which MIGHT fit in with the changes on the Dept. of State web site.
