He will have to provide police clearance checks from every country he lived from the age of 16 for a period of 6 months or more, so yes he will need police report from England.

Yes he needs police clearance from the UK but no, it should not affect him unless he got arrested for his illegal entry/ has a criminal record due to it.

if he was never legally documented into the UK I wonder how you can even go about requesting a police certificate for him......then again maybe the UK police does not really care whether he has lived there or not and they might solely issue the certificate on the passport info and whether he had a criminal history....you might want to check on that ASAP and see if any complications might arise from requesting this certificate (hopefully not)
