I'm guessing that's what it is, but I just wanted to be sure. That's my other problem, been trying to get a hold of them since this morning. They're either busy or they'll put me on hold for 40+ minutes. I'm currently stationed on Guam and long distance calling is not cheap. I'm trying my luck here on VJ to see if anyone has been in this situation. Thanks for the reply.

You can tell your wife that she can call NVC. I guess in your situation your wife calling from the the Philippines to NVC will be a lot cheaper compared to where you are located right now. My husband is very busy and I am the one who keeps contacting NVC and I am still here in PI. I used SUN IDD for only Php2/min. I am not working in SUN by the way, just trying to help :)

What is required is clearly stated in the embassy instructions letter.

6. NBI CLEARANCE. Applicants aged 16 years and older must have a valid Record Clearance for
Travel Abroad Purposes from the National Bureau of Investigation (NBI). Clearances should be in
the applicant’s current name, birth certificate name, maiden name and any aliases or nicknames used,
including different spellings you have used of those names. An official letter of explanation from
the NBI is required for any notation of “No criminal record” or "No pending case”. For
immigration purposes, an NBI clearance is valid for one (1) year from the date it was issued. The
NBI web site is http://www.nbi.gov.ph.

Hi! I hope this will help, this is what I did, ask your fiancee (beneficiary) to register her phone (smart https://www1.smart.com.ph/International/call-international/smart-idd-services/call-services/talk-a-lot-300) this is 1.50php per miinute to the US and ask her to call around 11:45am Philippine time to the NVC, She won't be on hold that much. Suncellular has 2php /min call to the US and globe telecom has 2.5php per minute call.

I had read also along with the NBI clearance that an "official letter" is also needed if the filipino Citizen has no record of criminal activity. Is this needed also?

An official letter of explanation from
the NBI is required for any notation of “No criminal record” or "No pending case”, My NBI says NO RECORD ON FILE. So i didn't need any official letter from them.

12/12/2012 - Received NOA1 in the mail
03/04/2013 - RFE received for a completed G-325A
03/11/2013 - RFE Response Sent to Chicago Lock Box as per the USCIS Rep
03/14/2013 - RFE Received
04/23/2013 - Confirmed with USCIS L2 rep that the RFE was received
05/20/2013 - Received a denial Email
05/24/2013 - NOA2, I-797 Denial letter received. Reason - Due to Abandonment (can only be reopened or re--filed and not appealable)
05/31/2013 - Emailed the Ombudsman to complain regarding incorrect info provided by USCIS L1 and L2 Reps that lead to the denial.
06/14/2013 - Got a Response from DHS that they received and will try to help us.
06/21/2013 - Got an email from the Ombudsman that they requested for our case to be re-called from National Records Center and back to our Service Center which is the St. Paul SC. Turn around time is 3 weeks since it is on it's way to NRC. ( St. Paul SC - NRC back to St. Paul)
06/26/2013 - Sent a new I-130
07/01/2013 - New I-130 received by Chicago Lockbox
07/08/2013 - Got 3 email from USCIS. 1st email 12:01am PH Time- says our case was reopened and will be reviewed within 30 days and will be notified by mail for the decision. 2nd email 1:31am PH Time - says, Our case was approved and was mailed an instruction to follow. 3rd email 1:31am PH Time - says, It was reopened and was mailed a notification about the case being reopened(Yes- 2nd and 3rd Email were sent at the same time). On the USCIS check status link, it just says the same as the 3rd email.

Get a police clearance from the Philippine National Police. It's different from NBI Clearance.

My brother and I had the same problem before. I sent the NBI clearance first and then got another checklist cover letter. After sending PNP clearance, case was completed.

You can get police clearance from city hall.

You don't send anything in. You will present the NBI certificate during your interview.

Remember, NO CRIMINAL RECORD and NO CASE PENDING could mean you are in the NBI's database for a past offense, minor as it may be.

If your NBI says either of those two phrases, you need to return to the NBI and request a letter of explanation as to WHAT your in the database for.

If your form says something like NO RECORD ON FILE or NO DEROGATORY RECORD then you have nothing to worry about. Present that clearance to the CO at your USEM interview.

The Green NBI is the document needed for your interview.

Yes they need to send the NBI to NVC, they are immigrant visas.

Did you just send the green NBI certificate?

You need to send the NBI clearance if your case is NOT YET complete and if that is considered RFE for your IV packet but if you already received your p4 in the email and ask you to bring that to the interview then that is what you need to do.
