L1-A Petition Denial/Appeal

Hi,

My company recently put an L1-A petition through which was denied by the UCSIS. As we believe an incorrect decision was made, we are looking to appeal. Is there a typical time frame to how long this can take?

More importantly, am I able to travel to the US during this period?

It should say on the denial notice if and how it can be appealed, why did they deny it?

No, you can not travel to the US until you get a visa.

You will need a visa to visit the US.

The visa denial disqualifies you from using the VWP.

Is this still the case if only a petition was denied? I was never seen by a consulate so doesn't that mean I never got to the visa stage anyway?
