The Hong Kong police want our packet from the Manila Embassy. Unfortunately, I've read that some people never get the packet. Usually it doesn't matter because most people don't need it but we do. Would it be possible to go to the interview without it and then have the Manila embassy get it? How would that work since a fee is involved? We don't want to wait for a packet that never arrives but we also don't want to be put on AP and needlessly extend our wait time. Everything was going so well and now I feel helpless and don't know what to do.

Are you requesting a police certificate from HK? Did you start the process at the HK embassy? http://ph.china-embassy.org/eng/

You could try contacting the U.S. embassy and ask to have the "letter" emailed to you. Contact info for USEM in my link below this post.

I think you have to go to the police station not the HK Embassy. We need a police clearance so the HK embassy wouldn't be involved. They are telling us we need to wait for the packet even when we have the NVC letter AND an interview date! It makes no sense. I'll try to have the letter emailed to me but I don't see any contact info for USEM below the post. I see a link for instructions.

I know for other countries the police certificate is process through their respective embassies in the Philippines.
