If my spouses biometrics is still good (done within the last year) - do we still include the biometrics fee? Or would we just pay the filing fee of $985?

No, you need to pay the bio fee of $85 for a total of $1070. They use the photo taken for the GC.

From, A&B's link, only "Applicants 79 years of age or older are not charged a biometric fee; the fee total is $985." This is the only exemption for biometric fee. The other discounted fees are applicable to refugees and applicant under 14 years of age.

I can tell you from experience and from the USCIS website (Scroll down to the fees section) and you will see the fee is $985 PLUS the bio fe of $85.

Sorry same link as A&B. Go to the instructions on page 3 item #5 and it states that persons between the ages of 14 and 79 need a bio appointment to have finger prints taken. So if you are over 14 and younger than 79 you MUST include the bio fee.
