For Immigrant visa :

Has beneficiary to submit P.C.C.(Passport Police Clearance) only?or P.C.C. with local police clearance from local(area)police station both ?

P.C.C for the purpose of immigrant visa is issued by the local passport office. The passport office may require a police verification certificate, must check with the local passport seva kendra (PSK). You can make an appointment on the passport website, take that confirmation along with required documents, passport pics for example. the website tells you the required documents. If you are in a hurry and not happy with appointment timing, register on website, print the confirmation and just go to the office, they take walk-ins. This is all from reading on VJ, not from personal experience

Getting PCC from Local passport office where your passport has been issued is more than enough and no need to get anything from police station.

Coz , When u applied for passport, local police might be done the police enquiry for u. that has been registered in ministry affairs. So Dont sweat it, Jus go with the one issued from local passport office.
