IV packet details!

I have a doubt regarding the IV packet.

Can the IV packet with the beneficiary civil documents be send by the Petitioner to NVC?

I reside in India and was planning to send my spouse,the documents so that she could send it to NVC once IV payment is done and confirmed.i would like to confirm if the below mentioned are the documents required for IV packet.

1. Bar-coded cover sheet (spouse takes care of this after IV payment confirmed)
2. 2 Passport-sized photographs of the beneficiary
3. Photocopy of the biographic data page of the beneficiary's passport
4. Original birth certificate of the beneficiary
5. Original marriage certificate of the beneficiary and the petitioner
6. One Original police certificate of the beneficiary
7. 1 set Photocopy of all the above civil documents

do i have to sign on any documents before sending it?

my birth certificate is in a foreign language.i have got it translated from the local university.

should it be notarized?

I'm sending my husbands paperwork off when he sends it to me. I was told in the forum that its ok to send it from the states.

Yes your spouse from US can send the IV package to NVC. You don't need to sign anything.

Does Certified mean,signed by translator?

The person who translated mine was a Government University professor and his signature and seal along with institution seal were present on the translated form.

This is what i found as an example here on VJ, which i also used for my police report translation.
