I'm applying for AOS for my wife. We got married last year. I made $31000 in 2013, $15000 in 2012 and $15900 in 2011. (The minimum Poverty guide line is around $19000).

Do you think I will be fine when I will file the for I-864 for my wife or I need a co-sponsor to be safe and to don't get RFE.

Did you read the AOS instructions? They only ask for last years tax return. In your case 2013. To send the last 3 returns is OPTIONAL. I assume it's for people that have a weak case and need to support the last tax return. You're doing a good amount over the line. So you're good. Along with pay stubs and maybe a letter from your employer

As long as you have the same job you should be fine. The federal poverty guidelines constantly change. You need to go to the USCIS website and see your household size and go from there.

http://www.uscis.gov/sites/default/files/files/form/i-864p.pdf

If you can meet the limits based on your household size then you will be fine. What helps is 6 months of paystubs, a letter from your employer verifying employment and for how long you have had the job. Most recent tax return, and bank statements.

If you can not meet the limits then your co-signer must be able to support his own household members plus your spouse. I had to get a co-signer but I knew that off the beginning.

Now your spouse can file for their self as long as they will continue to receive the income when they come to the USA for example my father-in-law is retired military of his country and gets a pension until he dies. That can be used as income and he can self-file because he will still get his money and have access to the money while he lives in the USA.
