Thanks to everyone who offered their advice in a polite manner! I have a US friend here who can write a check for me, so my personal problem is solved. However, the more general one remains for the next person in my position. I actually did contact the embassy, and that's what led me on the wild goose chase I spoke of earlier.

Maybe they misunderstood at the consulate and thought you wanted to know how to pay the visa processing fee, and not the I-129F petition fee. Though maybe those instructions will not lead to anything of value for anyone. So yes, for those that might need this info in the future, they should probably just get someone in the US to pay the fee drawn from a US bank account.
