Hello VisaJourney, new guy here.

I recently sent an I-130 package for my wife. Today, I received a mail from USCIS, Form I-797C, Notice of Action. The notice type is "Receipt" and dated 18 December 2013. I immediately checked the case status online via USCIS website, entered receipt number and this was the result:

Post Decision Activity

On January 6, 2014, we shipped this approved or re-affirmed case to the Department of State for visa processing. For more information, please contact them directly.

Does this inquiry result mean that my petition package has been approved by USCIS? Is this equal to NOA2? Should I wait for a hard copy NOA2?

And, based on what I've learned from VJ, can I start asking the Department of State (DOS/NVC) for a case number, etc. starting next week?

I apologize if I sound like I'm asking the same questions, articles I've seen don't have direct answers to these.

Thank you for your kind reply.

Did the notice you got in the mail say your I-130 was approved also or was it just the one saying they had recieved your case? Double check your numbers which you used on the USCIS website, do a timeline here, and then check in at the January 2013 NVC filers thread for more information on the NVC stage!
