hi; i have a question conecerne the lettre declaration of meeting ; who should write the lettre the petitioner or the benefecary? do they need both sign in it ? thanks for all answers

You don't need a declaration of meeting. All you need should fit nicely in the space on the I-129f form. Something like: WE MET IN (PLACE) ON (DATE). That's it.

If you want to write a little story about your relationship that led up to your meeting, then either person can write it. Whoever writes it can sign it, although I'm not sure it is required.

No, it is not required. Read the I-129f instructions here: http://www.uscis.gov/sites/default/files/files/form/i-129finstr.pdf

From the bottom of page 5, part 7.c :

Submit evidence that you and your fiancé(e) have met in person during the 2 years preceding your filing of this

petition. Such evidence may include a written statement from you and/or the beneficiary stating the exact date(s)

on which you met in person

Your letter of meeting is optional, it MAY be included as evidence of your meeting.

i read in some old post about it; is just describ the meeting and how the relation ;

For going through Morocco, you might want to go ahead and write a more detailed statement about how and where you met, etc. The USC petitioner writes it since the USC petitioner is the one that files the petition. The only thing the beneficiary signs is their G325A and letter of intent.
