I entered the US early October to activate the Diversity Visa. As I have not received the package at the

US address that I gave, I phoned the USCIS to enquire about the delay. I was told that I need to pay the

ELIS fee. I was not aware of this , is this so ?

Any info would be appreciated thanks.

This is the $165 per applicant that needs to be paid before they will process your physical green card. You should have been informed about this at your interview?

Do you think if the DV applicant is adjusting status (AOS) this fee has to be paid? Instead of consular processing I'm going to adjust status. I have already paid a visa fee for F1 student visa to come to US but not sure if I have to do it for DV as well.
