I am USC, applied for my husband who is outside the country and never been to USA.

I received e-mail that application was accepted and routed to National Benefits Center (NBC) for processing , 2 months passed and did not get any thing .

Is it normal to be sent to NBC,? what will be next?

That's normal. lot's of people faced the same, including myself. Just be patient, I've been waiting for 4 months now and I know I have another 3 months at least before they get to my case. Good luck

11/17/2016: Got engaged
11/28/2016: I-130 sent to Chicago IL lock box
01/12/2016: NOA1

Yes it's normal. It will take 4-12 months for the I-130 to be approved. Then you will have invoices and document intake at the National Visa Center (NVC). After that they will schedule an interview with the consulate or embassy for your husband. Because your husband is from UAE, it's possible he will be put into administrative processing (typical of MENA - middle east north africa - countries for men.)
