Okay, I've spent way too long this morning trying to find a song that I heard on the radio the other day..

It has a roots reggae sound, slow, Bob Marley like.

Lyrics include a repeated "down at the barbershop..."

Or at least I thought it sang as such

That's all I got. I have no idea why I cannot find the song on google with that.

Awesome, that's it bro. Thanks. I guess it was a pawn shop, not a barbershop they were singing about. (Shows my prejudice I suppose lol). However, that does seem a bit longer and slightly different, so maybe a cover song of Sublime's performance is what I actually heard. But the lyrics and song structure is essentially the same.
