SAME-sex marriage legislation has suffered another setback in Tasmania following elections for the state's upper house.

Candidates opposing the reform looked set to win all three Legislative Council seats up for grabs in the poll.

Long-term sitting member for the Hobart-based seat of Nelson, Jim Wilkinson, was almost certain to be re-elected with 48.8 per cent and most of the vote counted.

Mr Wilkinson, who has held the seat for 18 years, voted against a bill introduced to parliament last year which would have made Tasmania the first state to allow same-sex marriage.

His seat was targeted by gay marriage advocates and he faced three candidates in favour of the reform, including the Greens' Tom Baxter who had polled 25.33 per cent of the vote.

Online activist group GetUp! was also involved in the push to unseat Mr Wilkinson.

The sole Liberal in the 15-seat upper house Vanessa Goodwin, who holds the Hobart-based seat of Pembroke, was also likely to be re-elected with 51.23 per cent of votes.

Ms Goodwin was set to be joined by a second Liberal, Leonie Hiscutt, who had 45.57 per cent of the vote in the northwest seat of Montgomery.

Ms Goodwin voted with her lower house Liberal colleagues in opposing same-sex marriage while Mrs Hiscutt has also said she would oppose the bill, which was to be reintroduced to the Legislative Council later this year.

The house voted 8-6 against the bill, which was co-sponsored by Labor premier Lara Giddings and Greens leader Nick McKim, last September.

Tasmania's Legislative Council is dominated by independents, with Labor holding one seat and 13 members unaligned before the elections.

Tasmanian Legislative Council polls resemble by-elections, with two or three of the chamber's seats voted on each year.

Councillors hold their seats for six years.

Results are likely to be finalised on Sunday.
