Moved from general to region specific forums. OP is asking about country specific exit requirements.

​Duty - free is usually a store in the air port where you do not pay duty taxes on items.

You need to know the process for exiting your country with your extra baggage and what kind of import forms you need to fill out when importing your things.

Sometimes you just have to pay extra baggage fees to the airline sometimes you have to fill out actual import forms - it varys depending on your country.

AOS was approved in 2 months and 8 days without interview.

Most airlines have 2 bag limit. Each bag is limited to 50 lbs each. Please check with the airline for their weight limits. From what I know, duty free is limited to items that are secured in a duty free and sealed plastic bag. Which can be taken on the airplane in a carry on or sack provided by the duty free shop. No provisions for personal items that I know of that you can use for immigrating. Might have to use a shipper and box them up to your destination. Just my 2 cents.

We shipped a small 14 pound box filled with baby clothes to Venezuela, cost us around $250.00. Wife went down, got the maximum dimensions from the airline and loaded it to a ounce below 50 pounds worth of baby clothes. That only cost us 50 bucks extra as extra baggage. These are considered all personal items, no problems with customs, just as long as you are not carrying anything nasty.

Just saying from experience, best to take everything with you. Depending on your circumstances, may be taking trips back home where you can store that extra stuff. On one trip we went through everything, did pack some stuff up, ha, it's still here in the box. New life kind of thing, all brand new stuff. With my stepdaughter, cleaned out a room, empty, decorated to her style and all brand new furniture. Plus for the very first time, her very own computer, that made her happy.

Bringing a car here is very difficult due to EPA requirements, just got my new wife a brand new car.

So very soon my friend will leave, however 2 pieces

of luggage wont do , there's clothing , books & missc

items, is there some kind of duty-free limit to those

immigrating?.....whats the procedure & where to get

Duty free is only in reference to shopping at the airport. In order for your friend to bring items on the plane, they need to contact the airlines. Oversized luggage such as trunks or overweight luggage carry fees of up to 200.00 per bag. This does not include the pieces that are allowed with your ticket. It does not matter if you are a LPR, it is the same for everyone.

Is someone traveling with them, so they can share luggage limits.
