Me and my girlfriend who is from Peru are planning to get married in Novemeber/Decemeber. Her mom is in Peru and we're tring to figure out how we might bring her to the US for the wedding. My girlfriend isn't a Permanent Resident and I was told I could hire a lawyer and start a petition or visa here for her. Any help on how to get started is much appreciated.

I'm assuming your girlfriend is in the States, so you're not petitioning her. And she's not a resident. There's no way you or she can petition her. Her only chance is trying for a tourist visa.

How does Mexico come into it?

“If you know the enemy and know yourself, you need not fear the result of a hundred battles. If you know yourself but not the enemy, for every victory gained you will also suffer a defeat. If you know neither the enemy nor yourself, you will succumb in every battle.”
