It's recommended to pay before the beneficiary immigrates, so as not to cause any delays. But, if for whatever reason, the petitioner wants to wait until AFTER the immigration, then they can. Keep in mind, you will NOT get the green card until after the fee has been paid.

As to cause what delays? I'm already at the NVC stage, they are reviewing my IV packet, im my situation is it possible there could still be a delay and how?

Cause delays in receiving the Green Card. As with everything for immigration it takes time after paying to get actioned.

They will not send the GC until that fee is paid.

So it’s recommended you pay the fee as soon as you are able.

Can I just pay it when I get to the states with my wife, or will they deny her entrance at the port of entry if she didn't pay the 165.00

she will not be denied at the POE if she not pay the fee for the greencard.
