Is the CR-1 the proper form if married under VWP and return home (before 90 days) to complete the paperwork?

The foreign spouse does not know that a marriage proposal will occur while visiting the US for the first time. I'd like to check ahead of time if filing a CR-1 upon return to home country is the right process or if there are other considerations. Of course, this is all dependent on the response to the marriage being yes but still worth checking. Thanks.

You can file the I-130 while the alien is in the US before they return to their home country, if you wish.

There is no CR-1 form, You would be filing an I-130 form and supporting documents/ forms with it.
