Yeah, I've got some experience with that. I had this incident where I thought I applied for my AP WAAAAAY in advance (especially based on the timeframe they claimed), but in the end it still wasn't enough for the USCIS. My husband tried to call everyone and their mom, including the Deprtment of Homeland Security, since USCIS is under their wing. So I think at one point he got to the complaint line and wanted to make a complaint against the USCIS. The gentleman told him that you can't make a complaint against an agency, that you can only make a complaint against a specific person. My husband had to reply that a lot of people were TRYING to help, but that the system prevented them from being able to do anything and that he couldn't make a complaint against a person, but only had a complaint about the system.

I know it doesn't help much...but as far as we know you probably can't make a complaint against the DO for the same reason?! :help:

The Ombudsman!!! hahahahahaha! Oh pleeeeeeze! We have been in e-mail correspondence with the Ombudsman's office for two years. They have done diddly squat! Good Luck!

Yes, I am aware of your problem, but the Ombudsman simply forwards the case to the appropriate USCIS case handling department. Regardless, that's the correct means to direct attention to customer service and centre inefficiencies.
