You guys will not hear from the consulate.

After the affidavit of support, the DS-230 has to be paid for and your spouse has to complete it and sign it so it can be returned to the NVC along with anything else still required.

The NVC will send an email when the case is complete there, after they receive all the fees, support info, DS-230, etc and have approved it all. Then they will send another email when they have the interview date and time. There will be a check list of things they have and things they will need, along with any instructions needed for your spouse.

After the interview is scheduled, the NVC sends the packet with everything to the embassy so they will have it prior to the interview.

please who completes and pays for the DS-230?is it the US petitioner or the overseas beneficiary?

The DS-230 has to be paid for before being submitted. The payment needs to come from a US bank account, so most likely you. It is the actual request for a visa, so the overseas beneficiary has to at least sign the DS-230, so either they fill it out or you can for them if they need help, but the original signature has to come from them. Which means you will need to have it sent to you (or the NVC directly) by UPS,DHL, etc... for a quicker mailing time anyway. This can be done at anytime, however as I mentioned you will have to wait to send it the NVC until after the DS-230 is invoiced and paid.

I paid for everything in the US. My husband never got any documents mailed to him. Once paid and the AOS and IV documents were submitted the person esatblished as the designee will receive an email. and a letter in the mail. One you get that interview letter it will give instructions. I submitted part 1 and2 from here and submitted all documents. The interview letter reference what was submitted to the NVC. This included what was original, what fees were paid and what should be brought to the interview. Everything was paid in the US via check online. I submitted all documents to the NVC that supported the AOS and IV. When I got to the interview all originals were returned and I was ready with the current years tax transcript. Bottom line as others have said everything is paid in the US.

The petitioner pays ALL the bills from a US bank account.

The petitioner completes and sends in the I-864.

The beneficiary completes and sends in the DS-230 with 2 photographs (2x2 US passport style), all originals plus photocopy of each.

The DS-230 may be sent to the petitioner to send in BUT it is the beneficiary who completes and signs it because it is the visa application.
