UPDATE 2: Case moved from "Acceptance" to Initial Review"

"On March 12, 2013, we determined that a filing fee for your OS155A IMMIGRANT VISA AND ALIEN REGISTRATION is not required. This case is being processed at our TEXAS SERVICE CENTER location. We mailed you a notice describing how we will process your case. Please follow any instructions on this notice. You will be notified by mail when a decision is made, or if the office needs something from you. If you move while this case is pending, please use our Change of Address online tool to update your case with your new address or call our customer service center at 1-800-375-5283."

Does this mean I will get my $165 back????

What date did you make the actual payment?

I just paid for 3 of us a few minutes ago.

Was there anything "special" about your case that would make this happen?

AND FINALLY... how are you able to track it? I can't see anywhere on my information with a receipt number I might use to track it.

I made my payment on Feb 17. POE was March 1. There is nothing special about my case. My case is simple, man petitions for his wife, no co-sponsors.

USCIS sends a notice of action with a receipt number stating that my fee is in suspense. This receipt number can be typed into the USCIS website (same as with the NOA1)

You're absolutely right. If I see a refund in my checking account, only then will i know for sure if i'm getting that $165 back....

UPDATE 3: USCIS is HA-LArious... Checked my case again this morning and it went from "Initial Review" to "Acceptance" again.

Acceptance

We received your filing fee and your OS155A, IMMIGRANT VISA AND ALIEN REGISTRATION is now properly filed and processing has begun. On March 12, 2013, we mailed you a notice with this information. Please check our website at www.uscis.gov for further updates on your case. Guess i'm not getting that $165 back.... Good to know that the green card is soon on it's way.

Gotcha! Now I understand. I was having a mind-fart trying to figure out how to track the progress of the payment. I didn't know we'd get an NOA for it like the petitions. Do you remember how long it was after you made the payment until you got the actual notice? I made our payments last night and are going to POE tomorrow I think.

On March 13, 2013, we ordered production of your new card. Please allow 30 days for your card to be mailed to you. If we need something from you we will contact you. If you move before you receive the card, call customer service at 1-800-375-5283.

I got this same notice too. We received my step daughters social security card less than two weeks after she arrived in the US. We were surprised since we hadn't even gone to apply for it yet. We got a notice saying the fee was paid then we got another notice. When I went online to check status it said that her "new card" had been mailed on the 15th and expected delivery was the 18th. We assumed this would be her green card. We still haven't received anything and when I check with the post office using the tracking number they are no help at all. Then today I get this same notice saying fee in suspense??

Yes, she is 3. I called the USCIS and they said we should have already received her greencard although the post office still says they have no record of the tracking number past the last scan on the 18th. The USCIS sent in a service request and said I should hear something within 15 days......still waiting.

"Fee in Suspense" letter is normal. It is the step that comes after the POE officer submitts your packet for the next step (processing). USCIS recieves the documents, checks that you have paid your fee, determines if you get the fee back or not, processes or refunds the fee, and then orders your green card. Whew.

It is annoying that they don't clearly let you know in the Notice of Action letters what all this means. When a word like "suspense" is used it makes people feel nervous! It is really one of the bad things about the paperwork in the immigration process. It is nerve wracking.

You can always check the status on the USCIS website with the receipt number on your Notice of Action Letter - located in the top left box of the letter.

Sorry to highjack the thread but I'm having a problem with this fee I arrived at Miami (POE) on April the 15th it took 9 hours to clear because the embassy in my country made a mistake

On the alien numbers My Alien number was ok but for the rest of my family NOT (wife and 3 kids) so they assigned a new alien numbers to them.

After 3 weeks I received a I-797C saying that my payment was in suspense ( I did pay for the 5 of us in February 21) so I sent the the copy of the payment info.

Like a week later I received my GC on the mail, but the rest of my family have not received nothing yet.

Just my daughter she received an I-797-C saying the same thing that the fee is in suspense now I will send them a copy of the receipt againg with a copy of the I-797-C

and I'm sure that this will happen with the wife and the other 2 kids.
