I believe so. Since you have to send all docs via email and the government system (computers etc)couldn't figure that(you have to go EP) out if you don't instruct it. And actually government is rather passive than positive. The OPTIN email is the starting instruction.

You need to send the email so that they will add your email to their system and make a note that you are enrolled. I believe part of it is so that they associate that email address with your actual application and know where to direct items that you send. After I sent my optin email I got acknowledged that we were actually enrolled.

how long does it take to get a reply? I sent it yesterday. Can I email my AOS packet if I haven't received OPTIN confirmation? I put the barcoded cover sheet first in the packet so it's the first thing they see when they open the pdf file.

can send in the AOS set when the AOS fee bill is marked paid - no worries there.

same for IV set.

Sometimes my language usage seems confusing - please feel free to 'read it twice', just in case !
