All she needs to do is go to passport office in her town and apply for the passport. Your wife or her family should know this stuff. She will need her BC & cedula to get the passport. She can get that also in her town at the civil office. She can pay a fee for expedited service for the BC and the passport. Again, someone down there in her family or friends should know this and be able to direct her.

According to my wife you need;

Birth Certificate legalized and certified.

Cedula

One copy of the cedula

3 pictures 2x2 front face with no jewelery

Must pay the taxes at Reservas Bank. regular service is $1500 pesos, and VIP is $2500. Bring that receipt to the passport office.

The prices might have changed.

Good Luck!

Thanks for the info, in regards to the taxes at the banco reservas, what is it actually called? i want to know what she has to tell the teller in order to recieve the receipt for the passport, also does the BC need to be legalized and certified, or do you mean "in extensa" as they call it in the Dominican Republic?

You just tell them that you want to pay the fee for a passport. They know what to do. Has to be "in extensa" Make sure it has a raised seal and a white bar coded sticker on the back. Get a couple of them since she is there anyway. You will need a few BC. I got four and that seems about right to me. BTW, VIP service is same day and regular service is about a week.
