Support is till the kids turn 21? I thought it was 18?

I said nothing about supporting children. I indicated that you list them and count them in household size until they are 21, no matter where they live. To clarify, this is for unmarried children. Once married, you don't count them, no matter the age.

The effect is that they want to know what are presumably your economic obligations based on societal trends.

It's simply a requirement. Read about it in the I-864 instructions. The logic need not make sense to anybody. It simply is what it is.

Though it doesn't matter, it is my opinion that the reason USCIS requires sponsors to "count" all unmarried children under the age of 21 no matter where they live, is because even if you are not directly responsible for supporting them today, you could be responsible for doing so at any time. (Other parent could die or become unable) This has nothing to do with any legal requirement to support a child over 18. It's not USCIS's business to dictate how we support our children. Their business is objectively evaluating whether we are capable of supporting the intending immigrant. They make their own rules as to how to make that determination.

So I was right all along. It's 18 for me and not 21. I knew I was sure about what I read before.

You're right. The updated instructions make the exclusion for those who have reached the age of majority and are not claimed as dependents. Makes more sense that way.
